And since that is the only thing water is used, and it seems to me that having more wouldn't really bring much of an advantage.
You only need a tiny amount of water for hydroponics, and you start with some, and on most worlds you can find plenty to fulfill your needs. Which in turn would make the game too hard instead of too easy. The way I have understood it, is that having it make just H2O would eliminate your primary early game source of CO2 on most worlds.
